Rule 75
How to open an offer

(1) In accordance with Section 32 of the Act, when the public body opens the proposal, it shall be opened in the presence of the proposer or his representative. But the opening of the proposal will not be hindered because the proposer or his representative is not present.
(2) Before opening the proposal in accordance with sub-rule (1), the public body shall separate the envelopes of proposals received before the deadline and the envelopes of duly registered proposals and return the proposals received before the deadline to the respective proposer without opening them. The matter, date and time of such return shall be disclosed by the public body in the report of the procurement action.
(3) After returning the proposal according to sub-rule (2), the public body shall open the outer envelope of the duly registered proposal in sequence, open the envelope of the technical proposal with the envelope, read the following and prepare the receipt:-
(a) Name and address of the offeror,
(b) whether the proposal is signed by the proposer,
(c) Whether the offeror or his representative has signed any corrections or corrections in the offer documents,
(d) Other necessary things considered appropriate by the public body.
(4) In the promissory note as per sub-rule (3), the public body shall get the signature of the present proposer or his representative.
(5) The technical proposal opened according to sub-rule (3) shall be sent by the public body to the evaluation committee as soon as possible.
